Yes, it's possible to balance it because the scenes that are counted break down as such:

Episode 5 choices and the Episode 7 hangouts are mutually exclusive and you can't do both, so you will have to choose between them and forego at least one scene each. So if you were to choose Josy in Ep 5 and Maya in Ep 7, your choices will be balanced and vice versa. But, if you pick one for both of them and didn't do the Maya scene in Ep 9 as you suggested, your count is either going to be 5-2 to Josy or 4-3 Maya so it will be unbalanced.
Ep 11 has also introduced another element to the balancing as well because the choice of scene in Ep 10 is now being counted and if you have more than one scene of difference then it's decided for you who you will hang out with in Ep 11. So if you had that 4-3 Maya favoring in Ep 9 and chose Maya in Ep 10, it would now be a 5-3 favoring and you're automatically on her scene. But, if you had 4-4 in Ep 9, you'll be 5-4 after the Ep 10 choice of Maya and who you do the hangout with is decide by which one you have the most amount of RP with. Also, if you have the 4-3 in Ep 9 but chose Josy in Ep 10, it would 4-4 but then RP will decide it.
So overall, DPC's throwing in some complexities here to this path and it's anybody's guess how you'll be able to make it all work for the best with both at this time. It's not impossible, but it will probably take some careful curation of choices and RP.
