Both. And both are majorily handicapped characters, with the Dev leaning more into pandering the female MC with more content than the male.
Louise has an overly emotional and impulsive personality, and a rushed romance path makes sense for her. She has the idealized romantic tendencies of a teenage girl and has been ogling Ian for some time. I thought Eva Kiss nailed the scene because it works, narrative-wise, regardless of player choice. The same can't be said for many of the hookups on Lena's side of the story.
